Lucy Makinson is the Director of Local Government Policy and Productivity at the Department of Communities and Local Government (DCLG).

She has spent most of her career in the Treasury, variously heading up Environment & Transport Taxes, leading on Financial Crime & Terrorist Financing, and a spell as Private Secretary to the Chief Secretary. In 2006-7, Lucy took a secondment to Manchester City Council Adult Social Care department, where she re-commissioned homecare and residential care, and was strategic lead for tackling domestic abuse across the city.
