After reading Music at Cambridge, Paul worked for 13 years as a policy civil servant in the Department for Education and Science before joining the UFC in 1990. Since then he has worked in a number of roles in HEFCE, including managing the RAE in 1996; setting up what is now HEIF; and as Head of Research Policy since 2003 in the development of the REF from its early stages.
