Mark has a background as a practitioner in residential care with children and leaving care services in local authorities and within Action for Children. He has managed a range of services including Children’s Rights and Participation, Family Intervention Projects, Supported Housing for Young Women and Children’s Centres.

Mark has worked on a number of national groups within Action for Children including the development of Leaving Care services and a safeguarding assessment tool for young people aged 16+. He was Chair of the North West Participation Group.

Since April 2012 Mark has been the Lead Agent for the transition of 10 children’s centres from Oldham to Action for Children. In this role Mark has worked closely with key partners to establish the ‘Payment by Results’ system.
